with a big, but rather unused transport potential between china and eu countries via kazakhstan, russia. customs union between russia and kazakhstan, i.e. there are now only two cross-border points between china and europe on land now. transport sector is now on the very top of political agenda in kazakhstan and russia. very huge infrastructure investments are being implemented already now in kazakhstan and russia, e.g. till 2030 russia will invest 563bn euro in infrastructure incl. development of multi-module transportation and logistics centers; e.g. in kazakhstan totally new trans-asian motorway is being built, ca. 9bn euro investments. problems addressed in spite of the fact that transport and logistics officially belong to very prior strategic programs on national level in kz and ru, the current competence and skills’ level and educational realities do not allow their smooth realization and do not meet today`s demand. it is not the lack e.g. of financial resources or political will, but mostly the lack of specialists, educational deficits in management and coordination of the transport flows that prevent partner countries from efficient implementation of the transport policies and is the main reason for its very slow development. according to eu project ewtc-ii, there is a huge unbalanced investment approach in ru, kz – i.e. big investments for improvement of “hard” infrastructure (roads, railways, etc.) are done and very low competence level (e.g. lack of professionals like managers of logistics services) observed. during past 5 years (2009-2014) russia invested in transport infrastructure about 9.1 billion euro of state money and same investments were made by private-owned companies; according to russian transport strategy (2014), transportation speed shall increase 4.2 times (2 times for transit cargo) leading to 97% on-time-delivery rate (opposite to 67%). transportation system is bound to become eco-friendly (according to strategy, pollution from transport shall be decreased down to 70% by 2030). but all these measures currently result in billion euro losses for companies running newly developed infrastructure (according to estimations, payback for infrastructural investments in kazan - about 50 years, resulting e.g. in refusal of railroads to run speed trains in kazan from dec. 2014). main reason is the poor competence in logistics management. we face now a huge gap between hard-transport infrastructure and educational level in kz and ru. next minor-case study: db schenker cargo test-train arrived in april 2012 from chongqing (china) via kz, ru to duisburg (de) in 13 days. however it was coordinated and prepared carefully beforehand. unprepared delivery time via trans-asian “land bridge” from china to eu may last up to 3 or 4 weeks. again, main problems are not the hard-infrastructure, but poor logistics competence that makes logistics corridor as non-green and non-efficient. partner needs at the moment only 7 institutions (5 in ru and 2 in kz) offer master programs in logistics management. current supply of relevant courses however in partner universities does not meet the real demand. preparation activities have shown that academic staff in partner universities has mostly fundamental and theoretical knowledge, but there is a gap between theory and practice, esp. in new methods for coordination of transport flows. partner universities in kz and ru don’t have enough experience, esp. on intersection of two sciences logistics and management. there is almost no cooperation between the universities on the international / regional levels. there is an understanding and a will, but almost no possibility of development of such educational programme by an isolated player in kz and ru. geographically partner universities represent a) metropolitan regions along the transit way: almaty (kz), kazan, st.petersburg (ru) and b) remote regions due to their local activities for creation of logistics centres due to their cross-border character: kostanay & rudny (kz), rostov-on-don (ru). broader geographical coverage is matching also national needs. calendar of events август 2018 mo tu we th fr sa su 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 home brand-book about the project themes and outputs publications archive contact us logon-u green logistics © 2018 | создание сайта site4u.kz
